INVOCATION AND PLEDGE

 

PUBLIC COMMENT PERIOD

 

Jeff Kilgore spoke regarding a Citizens Ethics Committee and the Board of Appeals.

 

Annie Polite spoke regarding the County’s hiring practices and the services provided to the lower income citizens.

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

1.         Presented a Proclamation recognizing May 19-25, 2019, as National EMS Week.

 

2.         Presented a Proclamation recognizing May 20-27, 2019, as National Beach Safety Week.

 

CONSENT AGENDA – General Business

 

3.         Approved the minutes of the regular meeting held May 2, 2019, and the special called meeting held April 30, 2019, subject to any necessary corrections. (D. Patel)

 

4.         Approved the Non-Disclosure Agreement with Georgia Emergency Communications Authority (GECA) in regards to 0.C.G.A. 38-3-190(a). (S. Usher) REPORT

 

5.         Authorized the naming of the Fishing Pier at Blythe Island Regional Park (BIRP) in memory of Clarence Hilburn as “Clarence Hilburn Fishing Pier” for his service to Glynn County as a member of the Blythe Island Regional Park Advisory Board from 1984 to 1990 and Chairman of the Board from 1990 until he resigned in 2016. 6.         Authorized the establishment of the Development Setback Line for property at Viewpoint Condominiums, 1124 Postell Avenue, St. Simons Island, in accordance with Glynn County Zoning Ordinance, Section 727, “Beach and Dune Protection District.” (P. Thompson) REPORT

 

7.         Approved the First Amendment to the Leasehold Agreement with Cassina Garden Club allowing Cassina Garden Club to hold public access fund raising events on the property for the sole purpose of raising funds for the maintenance and preservation of the area as a public park and historic and cultural site for the benefit of the public. REPORT

 

A motion was made by Commissioner Neal and seconded by Commissioner Coleman to approve all items on the consent agenda. The motion carried unanimously.

 

GENERAL BUSINESS

 

8.         Consider approval of the SPLOST V Agreement by and between Glynn County and the Brunswick-Glynn County Water and Sewer Commission (JWSC) regarding the SPLOST V Sewer Line Rehabilitation Project. REPORT

 

A motion was made by Commissioner Murphy and seconded by Commissioner Coleman to approve the SPLOST V Agreement by and between Glynn County and the Brunswick-Glynn County Water and Sewer Commission (JWSC) regarding the SPLOST V Sewer Line Rehabilitation Project. The motion carried unanimously.

 

EXECUTIVE SESSION/POST EXECUTIVE SESSION ACTION

 

A motion was made by Commissioner Booker and seconded by Commissioner Coleman to adjourn to executive session to discuss pending and potential litigation. The motion carried unanimously.

 

BACK IN SESSION

 

A motion was made by Commissioner Booker and seconded by Commissioner Neal to adjourn executive session and enter regular session. The motion carried unanimously.

 

A motion was made by Commissioner Murphy and seconded by Commissioner Coleman to approve the executive session minutes of August 17, 2017, November 2, 2017, December 19, 2017, March 7, 2019, and April 18, 2019. The motion carried unanimously.

A motion was made by Commissioner Coleman and seconded by Commissioner Booker to approve the Settlement Agreement and Release of Claims in Mock et al v. Glynn County et al., 2:18-cv-00025-LGW-BWC, which includes a payment of $62,500 and affirmative policy changes to the Standing Bail Order issued by the State Court. The motion carried unanimously.

 

A motion was made by Commissioner Neal and seconded by Commissioner Coleman to accept the County Attorney’s recommendations regarding potential litigation. The motion carried unanimously.

 

There being no further business, the meeting was adjourned at 7:13 p.m.
