COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

CONSENT AGENDA – General Business

 

1.         Approved the minutes of the regular meeting held February 7, 2019, subject to any necessary corrections. (D. Patel)

 

2.         FP3934 Fernwood Subdivision Final Plat: Approved a final plat to create two new lots, Lots 1 and 2, Fernwood Subdivision. The tract to be subdivided is 27,918 square feet within the General Residential (GR) zoning district. The property is located at 1222 George Lotson Avenue, St. Simons Island. Parcel ID: 04-03610. Swift Sails Strategy, LLC, owner and applicant. REPORT

 

3.         Appointed Tamara H. Munson as the Interim Chief Financial Officer (CFO) of Glynn County in light of Tonya Miller’s resignation beginning Friday, February 22, 2019, until the position is permanently filled. REPORT

 

A motion was made by Commissioner Brunson and seconded by Commissioner Booker to approve all items on the consent agenda. The motion carried unanimously.

 

GENERAL BUSINESS

 

4.         Consider transferring the tax deeds for 1023 MLK Jr. Blvd., Brunswick; 1025 MLK Jr. Blvd., Brunswick; and 2227 Amherst Street, Brunswick; to the Glynn-Brunswick Land Bank Authority. (W. Worley) REPORT

 

A motion was made by Commissioner Brunson and seconded by Commissioner Booker to approve transferring the tax deeds for 1023 MLK Jr. Blvd., Brunswick; 1025 MLK Jr. Blvd., Brunswick; and 2227 Amherst Street, Brunswick; to the Glynn-Brunswick Land Bank Authority. The motion carried unanimously.

 

5.         Consider amending the Guaranteed Minimum Interest Rate of the fixed annuity contract available in the 457(b) Deferred Compensation Program. (O. Reed) REPORT

 

                                Orah Reed, Human Resources Manager, reported that Nationwide Retirement Solutions as the Deferred Compensation Plan Provider has changed the Guaranteed Minimum Interest Rate (GMIR) of the fixed annuity contract available in the plan. Nationwide provided three options to implement the changes. Staff recommended option 1 to amend the contract to lower the GMIR annually by 0.5% annually to reach 0.5% by year 2023, with the current interest rate being 3.5%.

 

A motion was made by Commissioner Murphy and seconded by Commissioner Coleman to amend the Guaranteed Minimum Interest Rate of the fixed annuity contract available in the 457(b) Deferred Compensation Program as outlined in option 1. The motion carried unanimously.

 

6.         Consider accepting the 2018 Federal Lands Access Program (FLAP) Grant in the amount of $1,367,741 from the U.S. Department of Transportation (DOT) Federal Highway Administration (FHWA) to help fund the Frederica Road Realignment project. The local match distribution of $561,741 is broken down as follows: Glynn County ($50,000), National Park Services ($47,699), and Christ Church ($464,042); and amend the Glynn County Public Work’s FY19 revenue and expenditure budgets in the amount of $1,317,741. A motion was made by Commissioner Brunson and seconded by Commissioner Booker to accept the 2018 Federal Lands Access Program (FLAP) Grant in the amount of $1,367,741 from the U.S. Department of Transportation (DOT) Federal Highway Administration (FHWA) to help fund the Frederica Road Realignment project. The motion carried unanimously.

 

7.         Consider approval of a Memorandum of Understanding and Real Property Exchange Agreement with Church Wardens and Vestrymen of the Episcopal Church of the Town of Frederica, called Christ Church pertaining to the realignment of a portion of Frederica Road. REPORT

 

A motion was made by Commissioner Booker and seconded by Commissioner Murphy to approve a Memorandum of Understanding and Real Property Exchange Agreement with Church Wardens and Vestrymen of the Episcopal Church of the Town of Frederica, called Christ Church pertaining to the realignment of a portion of Frederica Road. The motion carried unanimously.

 

8.         Consider approval of the issuance of a mooring permit for the Lynx Educational Foundation to moor the Tall Ship Lynx at the Saint Simons Island Pier from April 25, 2019 to April 30, 2019, subject to the Lynx Educational Foundation executing the mooring agreement reflecting its understanding and agreement of the proposed terms of such use. REPORT

 

A motion was made by Commissioner Murphy and seconded by Commissioner Coleman to approve the issuance of a mooring permit for the Lynx Educational Foundation to moor the Tall Ship Lynx at the Saint Simons Island Pier from April 25, 2019 to April 30, 2019, subject to the Lynx Educational Foundation executing the mooring agreement reflecting its understanding and agreement of the proposed terms of such use. The motion carried unanimously.

 

EXECUTIVE SESSION/POST EXECUTIVE SESSION ACTION

 

The Board did not hold an executive session during this meeting.
