David Kyler spoke regarding offshore drilling along Glynn County’s coast.

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

1.         Recognized Eugene A. Kelly, CFA, of Marshwinds Advisory Company for 29 years of service as the Investment Manager for the Glynn County Defined Benefit Pension Plan.

 

2.         Present a proclamation honoring the Frederica Academy Football Team who won the 2018 State Championship.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Stambaugh to defer the proclamation honoring the Frederica Academy Football Team who won the 2018 State Championship. The motion carried unanimously.

 

3.         Presentations to the 2018 Chairman and Vice Chairman

CONSENT AGENDA – General Business

 

 

5.         Approved the minutes of the regular meeting held December 6, 2018, subject to any necessary corrections. (D. Patel)

 

6.         Approved the Memorandum of Understanding (MOU) with the Brunswick-Glynn County Water and Sewer Commission (JWSC) which allows Glynn County to be reimbursed by JWSC for all costs related to water and sewer impacts during construction on the SPLOST 2016 Village Drainage Improvement Project.  (D. Austin) REPORT

 

7.         Defer consideration of the ZM3885 Lake Maryanne Subdivision rezoning request to the Board of Commissioners meeting to be held on January 3, 2019. (P. Thompson) REPORT This item was removed from the consent agenda at the request of Commissioner Strickland.

 

8.         Approve the 2019 meeting and submittal deadline calendar for the Mainland and Islands Planning Commissions. (P. Thompson) REPORT This item was removed from the consent agenda at the request of Commissioner Murphy.

 

9.         Accepted the Adult Felony Drug Court Supplemental Grant through the Georgia Criminal Justice Coordinating Council (CJCC) in the amount of $17,500 and amend the FY19 Drug Court’s revenue and expenditure budgets in the amounts of $17,500 each. Subgrant #: J19-8-008 (T. Munson) REPORT

 

A motion was made by Commissioner Browning and seconded by Commissioner Strickland to approve all items on the consent agenda except items 7 and 8, which were removed for discussion. The motion carried unanimously.

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to defer consideration of the ZM3885 Lake Maryanne Subdivision rezoning request to the Board of Commissioners meeting to be held on January 17, 2019. The motion carried unanimously.

 

 

 

 

8.         Approve the 2019 meeting and submittal deadline calendar for the Mainland and Islands Planning Commissions. (P. Thompson) REPORT This item was removed from the consent agenda at the request of Commissioner Murphy.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to approve the 2019 meeting and submittal deadline calendar for the Mainland and Islands Planning Commissions. The motion carried unanimously.

 

GENERAL BUSINESS

 

10.       Consider approval of the Seventh Amendment to the Operational Agreement between the Joint Water and Sewer Commission (JWSC), Glynn County, and the City of Brunswick. REPORT

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to approve the Seventh Amendment to the Operational Agreement between the Joint Water and Sewer Commission (JWSC), Glynn County, and the City of Brunswick. The motion carried unanimously.

 

11.       Consider approval of the SPLOST V Agreement by and between Glynn County and the Brunswick-Glynn County Water and Sewer Commission (JWSC). REPORT

 

A motion was made by Commissioner Browning and seconded by Commissioner Coleman to approve the SPLOST V Agreement by and between Glynn County and the Brunswick-Glynn County Water and Sewer Commission (JWSC). The motion carried unanimously.

 

12.       Consider approval of the First Amendment to the Amended and Restated Oglethorpe Conference Center Memorandum of Understanding to extend the City of Brunswick’s substantial completion date for the Oglethorpe Conference Center by two years from April 7, 2019, to April 7, 2021. REPORT

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to deny the First Amendment to the Amended and Restated Oglethorpe Conference Center Memorandum of Understanding to extend the City of Brunswick’s substantial completion date for the Oglethorpe Conference Center by two years from April 7, 2019, to April 7, 2021. The motion carried 4-3 with Commissioner Stambaugh, Commissioner Booker, and Commissioner Browning opposed.

 

 

 

 

 

EXECUTIVE SESSION/POST EXECUTIVE SESSION ACTION

 

The Board did not hold an executive session during this meeting.
