Monica Smith spoke regarding the comprehensive plan and the future land use map.

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

A motion was made by Commissioner Stambaugh and seconded by Commissioner Booker to add item 4.1 to the published consent agenda to accept the Georgia Department of Agriculture Dog and Cat Sterilization Grant Agreement in the amount of $3,000 to continue the “Friends Don’t Let Friends Have Litters” program and increase the Animal Control FY19 revenue and expenditure budgets by $3,000 each. The motion carried unanimously.

Public Hearings will be limited to 30 minutes for each opposing side, with 5 minutes allocated to each individual speaker. Comments are to be limited to relevant information regarding your position and should avoid being repetitious. If your group has a spokesperson, please allow that individual to present your group’s position in the time allocated. Your cooperation in this process will be greatly appreciated.

 

1.         ZM3890 Village Creek Landing:  Consider a request to rezone 1.52 acres located at 526 S. Harrington Road, St. Simons Island.  The property is zoned Conservation Preservation (CP) District, and the applicant is requesting to rezone the property to Planned Development (PD) District to allow for the following specific uses: limited commercial marina, social gathering event center, and one residential dwelling accessory to a wildlife refuge. Parcel ID: 04-15158. John P. McQuigg, Village Creek Landing, LLC, applicant and owner. REPORT

 

Stefanie Lief, Planning Manager, reported the request for rezoning.  The property is 1.52 acres and its existing zoning is Conservation Preservation (CP).  The proposed land use as Planned Development (PD) would allow for limited commercial marina, social gathering event center and one residential dwelling accessory to a wildlife refuge. The Island Planning Commission (IPC) recommended approval of the application with revisions.

Staffs recommended approval of the application subject to the Planned Development Text and site plan presented to the Board of Commissioners as Option B which includes the revisions recommended by the ICP.

This item was open for public comment and Julian Smith and James Holland spoke in opposition. Len Hoshall, Robbie Williamson, Woody Woodside, Bill Kirby, and Phillip Jackson spoke in favor.

 

A motion was made by Commissioner Stambaugh and seconded by Commissioner Coleman to approve ZM3890 the proposed zoning decision as presented to the Islands Planning Commission on October 16, 2018 as Option A.  The motion carried unanimously. Resolution #R-31-18

 

CONSENT AGENDA – General Business

 

2.         Approved the minutes of the regular meeting held October 4, 2018, subject to any necessary corrections. (D. Patel)

 

3.         Accepted the Glynn County Airport Commission’s request for the Federal and Georgia Department of Transportation (GDOT) grant of state and federal funds for Project No. AP019-9036-59(127) to fund Airport Layout Plan and Air Traffic Control Study Projects at the McKinnon St. Simons Island Airport in the amount of $139,339.00. (R. Burr) REPORT Resolution #R-32-18

 

4.         Approve the nomination of J. Vance Hughes for consideration of appointment to serve on the Glynn – Brunswick Memorial Hospital Authority to serve the unexpired term of Joann Matukaitis. The Hospital Authority will make the final appointment. The term begins immediately upon appointment and ends March 1, 2021. This item was removed from the consent agenda at the request of Commissioner Booker.

A motion was made by Commissioner Strickland and seconded by Commissioner Stambaugh to approve all items on the consent agenda except item 4, which was removed for discussion. The motion carried unanimously.

 

ITEMS REMOVED FROM CONSENT AGENDA FOR DISCUSSION

 

4.         Approve the nomination of J. Vance Hughes for consideration of appointment to serve on the Glynn – Brunswick Memorial Hospital Authority to serve the unexpired term of Joann Matukaitis. The Hospital Authority will make the final appointment. The term begins immediately upon appointment and ends March 1, 2021. This item was removed from the consent agenda at the request of Commissioner Booker.

 

            A motion was made by Commissioner Booker and seconded by Commissioner Stambaugh to defer the nomination of J. Vance Hughes. The motion carried unanimously.

 

GENERAL BUSINESS

 

5.         Consider adopting the 2018 Glynn County Comprehensive Plan. (P. Thompson) REPORT

 

A motion was made by Commissioner Strickland and seconded by Commissioner Stambaugh to adopt the 2018 Glynn County Comprehensive Plan. The motion carried unanimously. Resolution #R-33-18

 

6.         Consider authorizing a fee waiver for the rental fee in the amount of $3,400 for the use of the Selden Park Gym for the Navarati Festival from October 11, 2018 through October 20, 2018, and October 24, 2018.   (K. Downs) REPORT

 

A motion was made by Commissioner Stambaugh and seconded by Commissioner Coleman to authorize a fee waiver for the rental fee in the amount of $3,400 for the use of the Selden Park Gym for the Navarati Festival from October 11, 2018 through October 20, 2018, and October 24, 2018. The motion carried unanimously.

 

7.         Consider approving the Proposed Revenue Bond in the amount of $8,500,000 issued by the Housing Authority of the City of Brunswick for the Benefit of Glynn Pines Housing Partners, LP for the purpose of financing the acquisition, rehabilitation and equipping of a certain residential rental facility consisting of an existing 88-unit multifamily housing development located at 80 Glynn Marsh Drive, Brunswick, Georgia 31525, currently known as "Glynn Pines I & II Apartments." REPORT

 

A motion was made by Commissioner Strickland and seconded by Commissioner Stambaugh to approve the Proposed Revenue Bond in the amount of $8,500,000 issued by the Housing Authority of the City of Brunswick for the Benefit of Glynn Pines Housing Partners, LP. The motion carried unanimously.

 

EXECUTIVE SESSION/POST EXECUTIVE SESSION ACTION

 

The Board did not hold an executive session during this meeting.
