PUBLIC COMMENT PERIOD – Barbara Sancomb spoke regarding the Animal Control Advisory Board.

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

The Commission congratulated Commissioner Allen Booker on the birth on his first grandchild.

 

PUBLIC HEARING – Alcoholic Beverage License

 

1.         Consider the issuance of a 2014 alcoholic beverage license for A & A Shopmart, 7552 Blythe Island Hwy, Brunswick, GA.  The license is to sell malt beverages and wine, not for consumption on premises of a convenience store; Sunday sales permitted. This is a new 2014 license.  Mohamed Alomaisi, licensee (Occupation Tax/Chief Doering) REPORT

 

Mohamed Alomaisi, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license. This item was opened for public comment, yet no one addressed the board.

 

A motion was made by Commissioner Hunt and seconded by Commissioner Taylor to approve the issuance of a 2014 alcoholic beverage license to A & A Shopmart. The motion carried unanimously.

 

2.         Consider the issuance of a 2014 alcoholic beverage license for Island Pho, 111 Longview Plaza, St Simons Island, GA.  The license is to sell malt beverages and wine, for consumption on premises of a restaurant; Sunday sales permitted. Thuy Bui, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license. This item was opened for public comment, yet no one addressed the board.

 

A motion was made by Commissioner Hunt and seconded by Commissioner Taylor to approve the issuance of a 2014 alcoholic beverage license to Island Pho. The motion carried unanimously.

 

CONSENT AGENDA – General Business

 

3.         Approved the minutes of the regular meeting held February 20, 2014, subject to any necessary corrections.  (C. Overstreet)

 

4.         Adopted a resolution supporting House Bill 933 and the passage of legislation that would remove the sunset provision for the sales and use tax exemption regarding the sale or use of certain property used in the maintenance or repair of certain aircraft. REPORT Resolution #R-09-14

 

5.         Approved the Agreement for Transportation Enhancement (TE) Activities between the Georgia Department of Transportation (GDOT) and Glynn County for the St. Simons Trail Phase I on Kings Way and authorized the signature of all related documents.  This $450,000 grant will be used to expand, rehabilitate and enhance the existing sidewalk into a multipurpose trail.  The County’s match is $112,000. 6.         Approved the final plat for a multifamily and duplex subdivision consisting of 52 lots on the southeast corner of Altama Connector and Old Cypress Mill Road. The subdivision is creating a private road and utilities will be provided by the Joint Water and Sewer Commission (JWSC). The property is zoned MR (Medium Density Residential). The applicant has provided a bond to complete the construction on the project. Parcel ID 03-16488. John Gantt, applicant for Old Cypress Mill Associates LLC, owner. (D. Hainley) REPORT

 

7.         Approved the final plat for a four-lot subdivision on Timber Landing Road. The subdivision will use existing right-of-way and well and septic systems. The property is zoned FA (Forest Agricultural). Parcel ID 03-18465. Johns Land Company, owner (D. Hainley) REPORT

 

8.         Authorized the submittal of a grant application for the 2015 Juvenile Justice Grant Program on behalf of Glynn County Juvenile Court. The FY2015 KidsNet Glynn Grant Program will provide up to $73,095 to provide family support services through prevention and early intervention to Glynn County youth and their families. A 25% grant match will be budgeted in the Juvenile Court’s FY15 budget. (D. Hainley) REPORT

 

A motion was made by Commissioner Strickland and seconded by Commissioner Hunt to approve all items on the consent agenda. The motion carried unanimously .

 

APPOINTMENT

 

9.         Appoint one (1) citizen to the Marshes of Glynn Libraries Board (MOGL) serving the unexpired term of Robert Doud-Williams which ends June 30, 2015. Applicants must live in the unincorporated area of the mainland.

Commissioner Strickland nominated Jane Lafferty.

Commissioner Taylor nominated Anna Lankford.

 

On the nomination of Ms. Lafferty, there was not a majority vote. Commissioners Strickland, Hunt, and Coleman voted in opposition to the nomination.

 

On the nomination of Ms. Lankford, there was not a majority vote. Commissioners Provenzano, Browning, and Taylor voted in opposition to the nomination.

 

A motion was made by Commissioner Taylor and seconded by Commissioner Coleman to postpone the vote. The motion carried unanimously.

 

10.       Appoint one (1) citizen to the Board of Tax Assessors serving the unexpired term of Pam Carroll which ends August 6, 2015.

Commissioner Hunt nominated Jeffrey Bennett.

Commissioner Browning nominated Joe Kirby.

 

The Board voted 5-1 to appoint Jeffrey Bennett to serve on the Board of Tax Assessors for the unexpired term of Pam Carroll. Commissioner Browning voted in opposition to the nomination.

 

GENERAL BUSINESS

11.       Receive an update on the use of the General Fund fund balance. (A. Ours)

 

County Administrator Alan Ours advised the Board staff will soon be presenting the following projects to the Board for consideration: Sidewalks along Southport Parkway and US Highway 341, Implementation of Phase 1 IT study, Canal Crossing, and the Energy Study. He provided alternatives for funding these projects including the General Fund fund balance and low interest loans.

 

EXECUTIVE SESSION

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to adjourn to executive session to discuss pending and potential litigation. The motion carried unanimously.

 

BACK IN SESSION

 

A motion was made by Commissioner Strickland and seconded by Commissioner Hunt to adjourn executive session and enter regular session. The motion carried unanimously.

 

A motion was made by Commissioner Hunt and seconded by Commissioner Coleman to approve the settlement and resolution of Jacinda LeCounte’s pending worker’s compensation claim against the Board of Commissioners by paying and disbursing the sum of $20,000; and, to approve and ratify the settlement and resolution of the pending litigation, Jackson et al. v. Jump, which consisted of an offer to the Plaintiffs of $86,071.35, plus reasonable and necessary attorneys’ fees and costs in the amount to be determined by the court. The motion carried unanimously.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Hunt to approve the executive session minutes of February 20, 2014. The motion carried unanimously.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to approve the County Attorney’s recommendations regarding potential litigation. The motion carried 4-0-1 with Commissioner Hunt abstaining.

 

There being no further business, the meeting adjourned at 6:57 p.m.
