INVOCATION AND PLEDGE       

 

PUBLIC COMMENT PERIOD - No requests to speak were received during the sign up period.

Therefore, no public comments were received by the Board of Commissioners during the scheduled Public Comment Period.

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

Chairman Hunt announced item 4 had been removed from the agenda prior to the meeting.

 

1.         Received the Year-to-Date (YTD) Financial Report.  (T. Miller)

 

2.         Presented the Certificate of Achievement for Excellence received from the Governmental Finance Officers Association (GFOA) for the Glynn County Finance Department’s comprehensive annual financial report for fiscal year 2012. This is the highest form of recognition in governmental accounting and financial reporting and its attainment represents a significant accomplishment.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to add item 9.1 to the published consent agenda to approve a resolution and agreement with the DNR-EPD to reimburse the Hazardous Waste Trust Fund. The motion carried unanimously.

 

PUBLIC HEARING – Alcoholic Beverage License

 

3.         Consider the issuance of a 2013 alcoholic beverage license to Friendly Express #71, 4341 New Jesup Hwy., Brunswick, GA  31525. The license is to sell malt beverages and wine packages, not for consumption on premises of a convenience store. Sunday sales permitted. This establishment has been licensed within the previous 12 months. Daniel Smith/Friendly Express, Inc., Licensee (Occupation Tax/Chief Doering) LINK

 

Daniel Smith, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license. This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Provenzano and seconded by Commissioner Taylor to approve the issuance of a 2013 alcoholic beverage license to Friendly Express #71. The motion carried unanimously.

 

PUBLIC HEARING – Land Use

 

4.         ZV2698 102 Laurel View Drive - Consider the Community Development Director’s appeal to the decision of the Board of Zoning Appeals to approve variance request ZV2698 102 Laurel View Drive, St. Simons Island for a 3.3' variance to the required 20’ front yard setback pursuant to Glynn County Zoning Ordinance Section 1009, Appeals from Decisions of Board of Appeals.             This item was removed from the agenda prior to the meeting.

           

CONSENT AGENDA – General Business

 

5.         Approved the minutes of the special called meetings held September 17, 2013, and October 15, 2013, as well as the minutes of the regular meeting held October 17, 2013, subject to any necessary corrections.  (C. Overstreet)

 

6.         Approve a request for support from the Georgia Department of Transportation (GDOT) for consideration of a roundabout at the intersection of SR 25 @ SR Hwy 99 and US 17 @ SR99. These intersections are under conceptual design study for widening from a two-lane section to a four-lane section.  (D. Hainley) This item was removed from the consent agenda at the request of Commissioner Strickland.  LINK

 

7.         Adopted a resolution amending the Association of County Commissioners of Georgia (ACCG) 401(a) Defined Contribution Plan for Senior Management Agreement to allow Robert Burr, Executive Director of the Glynn County Airport Commission, to participate in the plan as an eligible employee. 8.         Appointed Ann Delea to serve on the Coastal Regional Commission’s Aging Services Advisory Council. The term expires June 30, 2016.

 

9.         Recognized the Sublease between the Brunswick and Glynn County Development Authority and Happy Hangars Condominium Association, Inc. for 30,101 square feet identified as “Phase 1, 2, and 3 Happy Hangars Condominium Association, Inc.” at the McKinnon St. Simons Island Airport. 9.1       Approved a resolution and agreement with the Georgia Department of Natural Resources, Environmental Protection Division, for the reimbursement of $41,001.29 from the Hazardous Waste Trust Fund for expenses incurred by Glynn County pertaining to the 4th Street Landfill. A motion was made by Commissioner Strickland and seconded by Commissioner Browning to approve all items on the consent agenda with the exception of item 6, which was removed for discussion. The motion carried unanimously.

 

ITEMS REMOVED FROM THE CONSENT AGENDA FOR DISCUSSION

A motion was made by Commissioner Provenzano and seconded by Commissioner Coleman to defer this item. The motion carried unanimously.

 

GENERAL BUSINESS

 

10.       Consider a request to approve a construction contract for Lighthouse Keeper’s Dwelling Rehabilitation Project with Tidewater Preservation Inc. and Fourth Street Design and Construction LLC in an amount not to exceed $544,739.17, subject to Georgia Department of Transportation concurrence. This project on Lighthouse Keeper’s Dwelling Rehabilitation is a Georgia Department of Transportation (GDOT) - Transportation Enhancement (TE) Project.  (D. Hainley) LINK

 

            A motion was made by Commissioner Provenzano and seconded by Commissioner Strickland to approve the construction contract. The motion carried unanimously.

 

11.       Consider awarding AT&T the bid for the Call Handling System Software from MicroData at a price not to exceed $402,000 with funding to be provided by fund balance from the E-911 Fund. (FC Vote: 3-0) (J. Catron) This item was deferred from the Board’s October 17, 2013, meeting. LINK

 

A motion was made by Commissioner Strickland and seconded by Commissioner Provenzano to approve contracting with AT&T for the Call Handling System Software from MicroData as recommended. The motion carried unanimously.

 

12.       Consider awarding Spillman the bid for the Computer Assisted Dispatch at a price not to exceed $485,000 with funding to be provided by the following: $246,551 from E-911 Fund fund balance, $154,992 from General Fund fund balance, and $83,457 from the City of Brunswick. (FC Vote: 3-0) (J. Catron) This item was deferred from the Board’s October 17, 2013, meeting. LINK

 

A motion was made by Commissioner Strickland and seconded by Commissioner Provenzano to approve contracting with Spillman for Computer Assisted Dispatch (CAD) as recommended. The motion carried unanimously.

 

EXECUTIVE SESSION

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to adjourn to executive session to discuss pending and potential litigation.  The motion carried unanimously.

 

Back in Session

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to adjourn executive session and enter regular session. The motion carried 6-1 with Commissioner Provenzano lightheartedly opposed.

 

A motion was made by Commissioner Browning and seconded by Commissioner Strickland to authorize the County Attorney to file suit against Christopher Watford, a former Emergency Medical Technician (EMT) with the Glynn County Fire Department.. The motion carried unanimously.
