PUBLIC HEARING

 

1.         Receive citizen comments regarding the desirability of allowing the citizens to elect the Chairman of the Glynn County Board of Commissioners to a four-year term, in lieu of the Board electing the chairman yearly. (M. Hunt)

 

This item was opened for public comment and Janice Britton, who said she was speaking on her own behalf and not on behalf of the airport’s tenant association or her employer, Stambaugh Aviation, spoke in favor of a four-year chairman.

Jeff Kilgore spoke in opposition of a four-year chairman.

 

PUBLIC HEARING – Alcoholic Beverage License

 

2.         Consider the issuance of a 2013 alcoholic beverage license to The Market at Sea Island, 341 Sea Island Road, St. Simons Island, GA  31511. The license is to sell malt beverages and wine, not for consumption on premises of a specialty and gift store. Sunday sales permitted.  This is a new license for 2013. Jim Gilbert, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license. This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Provenzano and seconded by Commissioner Booker to approve the issuance of a 2013 alcoholic beverage license to The Market at Sea Island. The motion carried unanimously.

 

3.         Consider the issuance of a 2013 alcoholic beverage license to Raceway #6724, 5052 New Jesup Hwy., Brunswick, GA  31525. The license is to sell malt beverages and wine, not for consumption on premises of a convenience store. Sunday sales permitted.  This is an owner change of a currently licensed establishment for 2013. Nalin Patel, licensee (Occupation Tax/Chief Doering) LINK

 

Nalin Patel, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license. This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Taylor to approve the issuance of a 2013 alcoholic beverage license to Raceway #6724. The motion carried unanimously.

 

PUBLIC HEARING – Land Use

 

4.         ZM2672 - 301 Scranton Road: Consider a request to rezone from the M-9 (Manufactured Home One-Family) to Mh-9 (Mobile Home One-Family) a 0.44-acre property located on the north side of Scranton Road across from its intersection with Mills Drive. The purpose of the rezoning is to correct an error to allow mobile home use on the property. Parcel ID: 03-04426.  Applicant: David Hainley, Glynn County (D. Hainley) LINK

 

Community Development Director David Hainley reported the purpose of the rezoning was to correct an error in order to allow the property to have mobile home usage. In 1974 the planning commission voted to zone the parcel as Mh-9 (Mobile Home One-Family); however, when staff wrote the resolution, it was incorrectly labeled M-9 (Manufactured Home One-Family).

 

The Mainland Planning Commission and staff recommended approval of the amendment. This item was opened for public comment and Pete Peterson and Samuel Cooper spoke in opposition.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to deny the application ZM2672. The motion carried unanimously.

 

CONSENT AGENDA – General Business

 

5.         Approved the minutes of the regular meeting held September 19, 2013, subject to any necessary corrections.  (C. Overstreet)

 

6.         Approved the Georgia Department of Public Health’s Emergency Medical Services Licensure Application for renewal of the license to provide EMS services as representative for owner of the service. (A. Thomas) LINK

 

7.         FP2682 – Southern Oaks Plantation – Approved the final plat of 21 single family lots on 4.929 acres on the south side of North Harrington Road, St. Simons. The subdivision is creating a public road and utilities will be provided by the Joint Water and Sewer Commission JWSC. The property is zoned R6 (Single-Family). The applicant has provided a bond to complete the construction on the project. Parcel ID 04-05288, 04-05378.  Vassa Cate, applicant for Harrington Business Group, owner.  (D. Hainley) LINK

 

8.         Approve sending the Association of State Floodplain Managers’ whitepaper to the federal elected officials representing Glynn County. The whitepaper provides recommendations to address Flood Insurance Affordability as a result of the impact of National Flood Insurance Program Reform 2012(BW-12).   (D. Hainley) LINK This item was removed from the consent agenda at the request of Commissioner Strickland.

 

9.         Approve the resolution and bylaws creating and establishing the Coastal African American Historic Preservation Commission with the City of Brunswick.  (A. Booker) LINK  This item was removed from the consent agenda at the request of Commissioner Coleman

 

10.       Approved a programming agreement between Glynn County and Golden Isles Productions, LLC, regarding the broadcasting of programming on Glynn County’s Educational and Governmental (EG) Channel (Channel 99). (C. Temple) LINK

 

11.       Ratified the execution of the Federal Aviation Administration (FAA) grant to rehabilitate the taxiway at the Brunswick-Golden Isles Airport in the amount of $2,818,006. The Board authorized the execution of the grant and agreed to fund the difference required to meet the grant obligation up to $700,000 at its August 1, 2013, meeting. 12.       Approved an Underground Easement for Georgia Power Company to install utility lines at the new Detention Center. (D. Hainley)   LINK  Sheriff’s complex jail sheriff complex

 

A motion was made by Commissioner Strickland and seconded by Commissioner Browning to approve all items on the consent agenda with the exception of items 8 and 9. The motion carried unanimously.

                                                   

ITEMS REMOVED FROM THE CONSENT AGENDA FOR DISCUSSION

 

8.         Approve sending the Association of State Floodplain Managers’ whitepaper to the federal elected officials representing Glynn County. GENERAL BUSINESS

 

13.       Consider an amendment to Chapter 2-4 of the Glynn County Code of Ordinances to amend the definitions of dangerous dog, serious injury, and vicious dog; to remove appeal procedures for dangerous or vicious dog classifications; to appoint a dog control officer and establish a dangerous dog hearing board; to provide for the classification of dangerous or vicious dogs and to provide appeal rights for the classification; to provide requirements for a certificate of registration; to provide duties and prohibitions on the possession of a dangerous or vicious dog; to provide for violations of this ordinance; and to make changes regarding the confiscation of dangerous dogs. A motion was made by Commissioner Strickland and seconded by Commissioner Taylor to adopt the amendment to Chapter 2-4. The motion carried unanimously.  Ordinance #O-2013-07
