INVOCATION AND PLEDGE       

 

PUBLIC COMMENT PERIOD -  Sam Wood spoke regarding the noise created by the Federal Law Enforcement Training Center (FLETC).

 

COMMISSION PRESENTATIONS AND ANNOUNCEMENTS

 

PUBLIC HEARING – Alcoholic Beverage License

 

1.         Consider the issuance of a 2013 alcoholic beverage license to Zangla’s Trattoria, 100 Cary Street, Brunswick, GA 31520. The license is to sell malt beverages and wine for consumption on premises of a restaurant; Sunday sales permitted.  This is a new 2013 license.  Matthew Zangla, licensee (Occupation Tax/Chief Doering)  LINK

 

Matthew Zangla, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Taylor to approve the issuance of a 2013 alcoholic beverage license to Zangla’s Trattoria. The motion carried unanimously.

 

2.         Consider the issuance of a 2013 alcoholic beverage license to Fox’s Pizza Den SSI, 240 Retreat Village, St Simons Island, GA 31522. The license is to sell malt beverages and wine for consumption on premises of a restaurant; Sunday sales permitted.  This is a new 2013 license.  Kim Taylor-Buchanan, licensee (Occupation Tax/Chief Doering)  LINK

 

Kim Buchanan, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license.

 

A motion was made by Commissioner Provenzano and seconded by Commissioner Coleman to approve the issuance of a 2013 alcoholic beverage license to Fox’s Pizza Den SSI. The motion carried unanimously.

 

3.         Consider the issuance of a 2013 alcoholic beverage license to CVS Pharmacy #4575, 1605 Frederica Road, St Simons Island, GA 31522. The license is to sell malt beverages and wine not for consumption on premises of a drug store;   Sunday sales permitted.  This is a new 2013 license.  Michelle Buchanan, licensee (Occupation Tax/Chief Doering)  LINK

 

Michelle Buchanan, licensee, was not present at the meeting which is a requirement of the ordinance; therefore, the Board deferred the item to the next meeting.

 

A motion was made by Commissioner Provenzano and seconded by Commissioner Coleman to defer this item to the Board’s May 16, 2013, meeting. The motion carried unanimously.

 

4.         Consider the issuance of a 2013 alcoholic beverage license to Tup Tim Thai, 111 Longview Plaza, St Simons Island, GA 31522. The license is to sell malt beverages and wine for consumption on premises of a restaurant; Sunday sales permitted.  This is a new 2013 license.  Noppalit Pinkum, licensee (Occupation Tax/Chief Doering)  LINK

 

Noppalit Pinkum, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Coleman to approve the issuance of a 2013 alcoholic beverage license to Tup Tim Thai. The motion carried unanimously.

 

5.         Consider the issuance of a 2013 alcoholic beverage license to Tup Tim Thai & Sushi Bar, 307 Longview Plaza, St Simons Island, GA 31522. The license is to sell distilled spirits, malt beverages and wine for consumption on premises of a restaurant; Sunday sales permitted.  This is a new 2013 license.  Noppalit Pinkum, licensee (Occupation Tax/Chief Doering)  LINK

 

Noppalit Pinkum, licensee, was present at the meeting as required by ordinance. Police Chief Matt Doering said the applicant met the requirements for consideration of issuance of the license.

 

A motion was made by Commissioner Strickland and seconded by Commissioner Taylor to approve the issuance of a 2013 alcoholic beverage license to Tup Tim Thai & Sushi Bar. The motion carried unanimously.

 

PUBLIC HEARING – Abandonment

 

6.         Consider the application for abandonment of a portion of the unopened alley right-of-way between Sixth and Seventh Streets in the East Beach subdivision, St. Simons Island, GA. Janice Hammond and Albert Hammond, applicants. Staff recommends approval of the abandonment. (P. Andrews)  LINK

 

                County Engineer Paul Andrews reported the following:

SOURCE OF TITLE: Prescriptive based on plat for the East Beach subdivision recorded in Deed Book 3R, Pages 312‐315 dated May 30, 1924.

PRESENT USE OF RIGHT‐OF‐WAY: This section of alley is currently not used by the public.

PAST HISTORY: This section of the alley has not been opened for public use.

POTENTIAL USE IN THE FUTURE: This portion of the right‐of‐way could be used for access to adjacent property and to access and contain utilities.

BENEFIT TO PUBLIC IN CONTINUING USAGE: The public will continue to benefit from the ability to use this right‐of‐way for access and/or utilities.

BENEFIT TO PUBLIC IN ABANDONMENT: Abandonment would return the property to the tax digest.

The right-of-way is adjacent to 4315 Seventh Street. Staff recommended approval of the abandonment. This item was opened for public comment and Ken Rogers, agent for the applicant, was available to answer questions.

 

A motion was made by Commissioner Coleman and seconded by Commissioner Booker to approve the abandonment of a portion of the unopened alley right-of-way in Block 11 between Sixth Street and Seventh Street in the East Beach Subdivision. The motion carried unanimously.  Resolution #R-19-13

 

PUBLIC HEARING – Fee Increases

 

7.         Consider authorizing the Recreation Department to increase the fees charged for firewood at the Blythe Island Regional Park. (W. Davis)  LINK

 

Recreation Director Wesley Davis recommended the prices for firewood be increased as follows:

This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Coleman and seconded by Commissioner Strickland to approve increasing the fees charged for firewood as recommended. The motion carried unanimously.

 

8.         Consider authorizing the Recreation Department to offer seasonal unlimited pool passes at the Fun Zone at Neptune Park, the Brunswick Aquatics Center at Howard Coffin Park, and the pool at Selden Park. (W. Davis) LINK

 

Mr. Davis recommended the prices for seasonal unlimited pool passes be established as follows:

Family (limit 5 in family household; $15 each additional child)                 $200

Couple                                                                                                                  $150

Individual                                                                                                            $100

Replacement cards                                                                                         $5 each

The passes could be used at all the pools listed above. This item was opened for public comment, yet no one addressed the Board.

 

A motion was made by Commissioner Coleman and seconded by Commissioner Strickland to approve establishing the fees charged for pool passes as recommended. The motion carried unanimously.

 

CONSENT AGENDA – General Business

 

9.         Approved the minutes of the regular meeting held April 18, 2013, subject to any necessary corrections.  (C. Overstreet)

 

10.       Approved the Overhead Easement and Underground Easement for electrical lines constructed, operated and maintained by Georgia Power Company to be granted by Glynn County and the Brunswick and Glynn County Development Authority at 4401 Glynco Parkway, Brunswick, GA (Job Corps).  LINK

 

11.       Accepted the Georgia Department of Transportation (GDOT) grant for Project No. AP013-9021-49 (127) Design Runway 4 Threshold Relocation at the McKinnon St. Simons Island Airport in the amount of $76,215 with no financial assistance required of Glynn County. (S. Brian) LINK

 

A motion was made by Commissioner Provenzano and seconded by Commissioner Taylor to approve all items on the consent agenda. The motion carried unanimously.

 

EXECUTIVE SESSION

 

The Board did not hold an executive session during this meeting.
