1.      Discuss Solid Waste Services Contract.

 

Chairman Bedner had yet not arrived and Commissioner Fendig requested that Board of Commissioner Chairman Jerome Clark call the worksession to order.  He requested information from Interim Administrator Gary Moore who stated that Phyllis McNicoll, Finance Director, would discuss the solid waste collection issues.  Ms. McNicoll stated that the latest billing went smoother than in the past and delinquent notices were mailed after the due date which notified customers that service would be discontinued if the bill was not paid by October 20, 2003.  Approximately 1750 notices were mailed and services to approximately 500 customers was subsequently discontinued.  She also stated that the Information Technology Department is in the process of implementing a new computer telephone system which will improve the phone customer service and also allow staff to record calls as needed.

 

Commissioner Howard Lynn voiced his displeasure concerning phone calls he had received due to missed pick-ups.  He also stated that he would like to see the solid waste fee be added to the property tax bill in the next year and that every residential property owner would be responsible for payment of the service.  The other Commissioners agreed that adding the fee to the tax bill would solve problems.  Mr. Lynn stated that by beginning to plan for the billing now, they could resolve problems and questions by the time the tax bills are issued.
