Consider approval of the
Consent Agenda.
a)
Approve the July 24, 2001
Finance Committee Meeting Minutes.
b)
Deny a request by Ms.
Brewstina Lecounte that $25.23 paid on her tag registration be refunded.
c)
Approve the Resolution to
amend the FY 00/01 budget.
The following motion made by Commissioner Bedner and
seconded by Commissioner Tullos passed unanimously.
Recommend approval
of the Consent Agenda. (Vote 2-0-0)
2.
Consider approving
the use of Purchasing Cards for the acquisition of materiel, goods or services
equal to or less than $500 and authorize staff to implement the program using
the State of Georgia state contract Purchasing Card program in accordance with
Section 2-2-12(c)(9) of the Purchasing Ordinance which authorizes County
participation in Cooperative Procurement.
Phyllis McNicoll, Finance Director, presented the request
for approval of Purchasing Cards usage.
Commissioner Tullos questioned the costs to the County and insurance
coverage in the event of misuse or theft.
Ms. McNicoll stated that the County will receive the Purchasing Cards,
software and training at no cost to the County and that there will be insurance
in place provided by VISA to protect the County if there is misuse or theft. Commissioner Tullos requested that staff
present more detailed information on the insurance at the County Commission
meeting. After discussion the following
motion made by Commissioner Bedner and seconded by Commissioner Tullos passed
unanimously.
Recommend
approving the use of Purchasing Cards for the acquisition of materiel, goods or

3.
Discuss the use of a
private business for funeral escorts.
Mr. DeWitt Wannamaker gave a presentation on the use of a
private funeral escort service to be provided by his business. He stated that he would be using off-duty
police officers who would be riding police-type motorcycles. Chief Carl Alexander voiced his concerns
about the use of on-duty police officers and problems related to emergency
calls during the funeral procession which require the officer to leave the
procession. After discussion,
Commissioner Tullos requested that staff present a recommendation to the full
Board of Commissioners at the next regular meeting.
4.
Request that
Chairman Tullos identify the Finance Committee items which should be included
as consent items in the Commission’s Meeting Agenda.
Commissioner
Tullos identified Items 1(a), 1(b), and 1(c) as consent items.
