What holidays are designated by Glynn County? Glynn County observes 12 holidays: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving Day, Christmas Eve, and Christmas Day.

When I receive a promotion to another position, what is my raise? An employee is to receive an increase of five percent (5%) of his current base salary or an increase in an amount that will bring the employee’s current base salary up to the minimum pay range of the new position, whichever is greater.

Is there a probationary period for promotions? If so, how long is my probationary period? The probationary period for promotional appointments shall be six (6) months. If a person is removed during the probationary period following a promotion, he or she shall be entitled to reemployment rights in this former class when a vacancy occurs. If no vacancy exists, every effort shall be made to place the employee in another position for which he or she may be qualified. No salary increase will be given following a promotional probationary period.

Am I allowed funeral leave to attend my grandmother’s funeral?
Yes, employees are allowed one regular shift off with pay to attend funerals for grandparents, grandchildren, brothers-in-law, and sisters-in-law when the funeral occurs on a regularly scheduled day to work.

Is funeral leave deducted from my leave balance? No, funeral leave is not deducted from employees leave balance. Funeral leave with pay of up to three (3) regular shifts for regular employees and up to forty-eight hours, two (2) shifts, for twenty-four (24) hour fire personnel will be granted for absence from duty as a result of death in the immediate family.

How much sick time do I accrue? 
(A) Eligible employees begin to accrue sick leave immediately upon employment at the rate of eight (8) hours per month or as prorated for part-time employees. Twenty-four (24) hour fire personnel accrual will be twelve (12) hours per month.

(B) Employees are not eligible to take sick leave during the first six (6) months of their probationary period. Employees on probation will be allowed to use their accrued sick leave after the first six (6) months have expired.

(C) Sick leave may be accumulated from month-to-month and year-to-year with no limit to the amount that can be accumulated.

Do I report for work after jury duty? After performing the required judicial appearance, an employee shall promptly contact his immediate supervisor who will determine if sufficient time remains in the employee’s regularly scheduled workday for the employee to return to work after the judicial appearance.

Why is my anniversary date of employment different than my performance review date? “Annual review”, means and has the effect of changing the date when an employee is eligible to receive a merit increase from a twenty-four (24) month or eighteen (18) month cycle to a twelve (12) month cycle, and every twelve (12) months thereafter.

Recruitment and Selection

I am an employee interested in applying for another county position. How long do I have to be employed before I can apply for another county position? Which application is the best to complete? Employees can apply at any time for another county position. An employee should complete an internal application. Each applicant for a position within the Glynn County Government shall complete a standard application form approved by the Human Resources Manager. The forms shall require information covering training, experience and other job related information. The application shall be submitted to the Human Resources Department. Employees must also complete an applicant questionnaire if applicable.

Is my application private? I want my decision to apply to be a confidential one. Applications are public documents so they are not private. They are subject to the Georgia Open Records Act.

Do I receive any final communication of position status? Applicants are notified that their applications have been received and are informed of the remaining steps of the recruitment process. Applicants who are interviewed for the position are notified that the position has been filled.

What is the timetable and what happens to the application? The timetable varies depending upon the hiring department’s interview schedule, any applicant skills testing and post-offer screenings. Applicants who are rated "qualified" or above shall be placed on an employment eligibility list established by the Human Resources Manager for that class of vacant positions. The applications are then forwarded to Hiring Department for review and consideration.

How long are vacant positions open for application? Vacant positions are normally advertised for two weeks; however, advertising for department head positions and for positions that are hard to fill may be advertised for 30 days or longer.


As a new employee, when do my benefits start? Your medical benefits start 30 days after your hire date and your supplemental benefits start on the first of the month following your health insurance effective date.

Who is the Pharmacy vendor? PharmAvail is Glynn County pharmacy benefit manager.

What Labs are In-network? LabCorp is the only lab in Blue Cross Blue Shield of Georgia network.

Am I required to meet with the Nurse Practitioner at the Wellness Center? No, employees are not required to meet with the Nurse Practitioner. If you make an appointment for an acute illness you will be seen by the Nurse Practitioner.

How do I find a doctor in the network? Go to www.bcbsga.com and click on “Find a Provider.” The Point of Service (POS) network is “Blue Open Access.”

Do I have to use sick leave when I am seen at the Wellness Center? Yes, if you are seeing the Nurse Practitioner. No, if you are meeting with the Wellness Coach.

If I terminate my employment, when does my insurance end? The last day of the month in which you were employed.

I’m getting a divorce, when can I take my soon to be ex-spouse off of my benefits plan? When you receive the final divorce decree and submit a copy to Human Resources.

When am I eligible to receive pension benefits from the county? If you were hired before July 1, 2015 you are entitled to a benefit after you have completed three (3) years of creditable service; employees hired after July 1, 2015 are eligible to receive a benefit after completing 10 years of creditable service.

What is normal retirement age for the Defined Benefit Pension Plan? Age 65.

What is early retirement age for the Defined Benefit Pension Plan? Age 55.

If I have a Qualifying Life Event, how many days do I have to notify Human Resources?
31 days from the date of the qualifying life event. What documents do I need to provide? Depending upon the Qualifying Life Event you will provide marriage certificate , final divorce decree, birth certificate, proof of loss/ gain of coverage.

What is the maximum amount I can contribute for Medical and Dependent Flexible Spending Accounts?
Medical Spending Account - $2,550 a year.
Dependent Spending Account - $5,000 a year or $2,500 if you’re married and file separate income tax returns.

Safety and Risk Management

Who maintains the Safety Data Sheets for my department? The department will maintain Safety Data Sheets for all hazardous chemicals used in each department and they will be readily available to employees in the work areas. SDS sheets may be kept in any form; however, supervisors should have them available as well as any other information on hazardous chemicals.

Who can enforce safety rules and regulations? First line supervisors will enforce all safety rules and regulations as will all supervisory employees.

When an unsafe condition is identified who should evaluate it? Supervisory personnel have the full responsibility and authority to control accidents within his or her work area. All supervisors should study the tasks under their supervision and determine any conditions and/or practices which could result in accidents and then take or recommend corrective action to prevent accidents. Employees are required, as a condition of their employment, to exercise due care in the course of their work to prevent injuries to themselves and to their fellow workers.

Do I have to report a near miss accident/incident? Yes, reporting near misses help identify warnings that a serious incident could occur. A near miss is an accident in which no property was damaged and no personal injury was sustained, but where, given a slight shift in time or position, damage or injury easily could have occurred.

Can I take over the counter medication and still work?
Yes, employees are allowed to take counter medication. If an employee is using a prescribed or over-the-counter drug, he or she will be allowed to work only if the drug(s) will not impair his or her ability to perform the job safely and without endangering fellow employees.

Can I store my weapon in my car while working? All County employees are prohibited from carrying or storing a weapon in or on county property, including a county building, while on duty as an employee of the County; and having a weapon in the employee’s privately owned motor vehicle while it is parked on county property or at a county facility unless the weapon is not readily visible from the exterior of the vehicle and the vehicle is locked or the weapon is locked out of sight within the trunk, glove box, or other enclosed compartment or area within such privately owned motor vehicle.

Do I have to wear the County provided personal protective clothing/equipment? Yes, the County provided personal protective clothing and equipment must be worn while performing certain types of jobs.

Can I arrange my workstation for comfort? Yes, employees are allowed to arrange workstations based on your individual needs.

Workers' Compensation

What is Workers’ Compensation? Workers’ compensation is a benefits program created by state law that provides medical, rehabilitation, income, death and other benefits to employees and dependents due to injury, illness and death resulting from a compensable work-related claim covered by the law.

What should I do if I am injured on the job? Employees must report all accidents and/or injuries, regardless of how trivial, to his/her immediate supervisor as soon as the accident or injury occur. If the injury prevents the employee from reporting it immediately, the employee must report the accident/injury as soon as possible, but within five working days.

Can I see my personal physician for a work related injury? No, employees may choose a doctor from medical panel physician posted. In case of an emergency you are allowed one visit with the emergency room.

Do I have any use of Family and Medical Leave Act when I am out on workers’ compensation? Workers’ compensation leave shall run concurrently with FMLA leave.

Family and Medical Leave Act

What is Family and Medical Leave Act? The FMLA entitles eligible employees of covered employers to take unpaid, job-protected leave for specified family and medical reasons with continuation of group health insurance coverage under the same terms and conditions as if the employee had not taken leave.

If I am out sick, do I have to apply for FMLA? Yes, employees must apply for FMLA. The department head, County Manager, or appointing authority, after consultation with the Human Resources Manager, will determine when leave is to be counted as FMLA leave based on information received from the employee or the employee’s spokesperson. Notice of the designation shall be provided in writing to the employee within two (2) working days, absent extenuating circumstances, of acquiring knowledge that the leave is being taken for family and medical leave reasons.

How much time can I use under the FMLA? An eligible employee is allowed up to twelve (12) weeks of family and medical leave during a twelve (12) month period. Glynn County will measure the twelve (12) month period as a rolling twelve (12) month period measured backward from the date an employee uses any leave under this policy. Each time an employee takes leave, Glynn County will compute the amount of leave the employee has taken under this policy in the last twelve (12) months and subtract it from the twelve (12) weeks of available leave, and the balance remaining is the amount the employee is entitled to take a that time.

Supervisor's Responsibility

What forms do I need to document disciplinary action on my employee? A Notice of Pending Discipline is the form to be used to discipline an employee.

What is the difference between minor and major discipline? Minor discipline includes a formal warning, probation and suspension without pay for one to five days or shifts or one to three twenty-four hour shifts. Major discipline includes a probation, suspension without pay for up to but not exceeding two hundred forty (240) hours , pay reduction , demotions and dismissals.

How do I complete the disciplinary action forms? What type of information is required? In completing a disciplinary action form the supervisor should list the identifying information with the job title and the date the document is given to the employee. Propose the action and indicate which type of discipline is proposed as well as any other action that was a part of the discipline. The effective date of action must be at least five working days. List violations of department policy and County Personnel or Safety Policy. Include a brief description of all previous disciplinary action, regardless of date. Employees have the right to appeal. Ask the employee to sign the document to acknowledge that s/he has received it. The signature does not signify that the employee agrees with the pending discipline. If the employee refuses to sign, indicate this on the form. The supervisor and department director/appointed official must sign and date the form – DO NOT USE SIGNATURE STAMPS.

Why do I have to document a verbal counseling? Verbal Counseling is a discussion held between a supervisor and employee to discuss the employee’s substandard performance and/or behavioral issue. The counseling should be constructive and conducted with the primary purpose of helping he employee correct the performance and/or behavioral issue. The supervisor should solicit the employee’s feedback and cooperation in solving the problem. The supervisor should also offer guidance by clearly and specifically stating what the employee must do in order to improve. The Record of Verbal Counseling form should be used to confirm the discussion and counseling.
